WPC Charter of Demands

 The World Punjabi Congress  hereby announces the following Charter of Demands and hope that the Government of Punjab will accede it and implement it  by January 15,2006.

1)        Land for the establishment of Punjabi University by WPC be provided immediately so that it could be started by the stipulated date i.e 31st of March, 2006. WPC suggests that out of 6 kanal of land earmarked for the Institute of Punjab language and Culture at Cultural Complex, Qaddafi stadium, 4 Kanals  should be earmarked for Punjabi University. Institute of Punjab language and Culture may be a part of Punjabi University. WPC also urges the Punjab Chief Minister to grant sufficient funds to WPC for renting a building for establishing and starting Punjabi University till the construction of its building at Qaddafi Stadium Cultural Complex site.

2)          Ten thousand MA. Punjabi degree holders should be provided with jobs as promised by Punjab CM. during the World Punjabi Conference in 2004 in Lahore.

3)          Bill in the Punjab assembly by  MPA to introduce Punjabi as medium of instructions should not be staggered by the Government as has been reported to WPC.

4           Punjab Government should wholeheartedly support the language bill in the National Assembly by MNA from sindh asking for declaring all languages as National Languages of Pakistan which has been an avowed stand of WPC since 1986 and enshrined in all its conferences  Declarations.

5)          University of Education is not starting MA, Punjabi classes on the pretext that Punjab Government is not giving funds despite the fact that more than 20 students are desirous of enrolment. University of Education says that Punjab Education Minister has not fulfilled his promise of doling out five laks of rupees. This may be mentioned here that the said University has already started urdu classes with the strength of 20 students. CM, Punjab should therefore instruct the University to start MA Punjabi classes forthwith

6)          Provincial information Ministry as well as Central Ministry harbors a noticeable prejudice against Punjabi dailies and journals. They should be asked to  issue  advertisements at par with English and Urdu dailies.

7)          Allocation to Punjabi literary and cultural organisations by Provincial Government is peanuts thus shameful. CM.Punjab should issue orders for the enhancement of financial assistance to these Punjabi institutions.

8)          As resolved in WPC’s 12th International Conference in April in Lahore followed by Waris Shah international Conference in July, 05, some important roads should be  named after the names of Sufi Poet like Baba Farid, Shah Hussain, Bullhe Shah, Waris Shah, Sultan Bahu,Khwaja Farid and Mian Mohammad Bakhsh from Punjab and Latif Bhatai, Sachal Sarmast, Rehman Baba, Khushhal Khan Khatak, Mast Tawakalli and Jam Dunak from Sindh, NWFP, Baluchistan:respectively. This will promote much needed National Integration. Bhaghat Singhs, Monument should also be ereeted in ShadMan Lahore  before his death anniversary on March 23, 06. CM Punjab may please issue requisite directive to respective departments for compliance

9)   WPC feels that for the implementation of these targets, the Chief Minister   of Punjab, Ch Pervaiz Elahi, who, we understand, is quite serious for the development of Punjabi Language and Culture, has to take brave, solid and immediate decisions overriding the machinations, chicaneries and conspiracies of concerned Punjabi bureaucracy who has regrettably monopolized the literary and cultural institutions in Punjab therefore undermining the ‘Parha Likhe Punjab’ concept which has to drive sustenance from adherence to the promotion of Punjabi cultural and linguistic ethos.

10)    All literary and cultural bodies in Punjab should be retrieved from Babus and handed over to writers,/poets,/artists/ intellectuals.
